So I'm wondering here. Say Randy Orton beats Roman Reigns in a match for both titles. Would that count as 2 title reigns, giving him his 15th and 16th world title reigns simultaneously?

Just going by their own history, it would not. Once the championships are unified there is only one, even with 2 titles. I think more likely they will do some lazy booking where when Roman loses, he will only lose the WWE Title, but still be Universal Champion.

MITB and SummerSlam both have a ton of seats to sell for the partial stadium set-up for both shows

They should just unify the titles and only keep one around after. The value of all the belts has diminished greatly over the years, I mean all the mid card belts mean absolutely nothing now and even the world title gets passed around like a hooker so it's really not what it used to be
